You will need a Building Warrant, before you start any work, if you are going to:
erect a new building
alter or extend an existing building
change the use of a building
demolish a building
You can get Building Warrant application forms by telephoning or calling at any of the Council Access Points.
Please fill in the form and return it with copies of architectural scaled plans and the lodging fee to The Moray Council, Council Office, High Street, Elgin, IV30 1BX.

We advise that you get advice from an architect or building consultant to help you prepare your plans. If your plans do not provide enough information or are of poor quality you may have to send us additional information or new drawings. This could cause a delay in sending you your Building Warrant.
When we receive your application we will check to make sure that it meets with the Building Regulations. If it does we will send you a Building Warrant.
If we find that your plans do not meet the Building Regulations we will write to you normally within 20 working days listing the aditional information we need.
Remember: You must have a Building Warrant before you start any building work.
