Guidance and Strategies

The Council produces supplementary guidance to that contained in the Development Plan on a number of policy matters. The guidance has been through public consultation and therefore constitutes a material consideration in the planning application process.

Invitation to participate in stakeholder consultation


Trees and Development Supplementary Planning Guidance  (Second Consultative Draft) (18 pages, 1.1mb)

The Council have produced this Supplementary Planning Guidance (SPG), which is currently being made available for comment. It is a 'new' SPG, which expands upon the requirement for a tree survey in Policy E3 in the emerging Moray Local Plan.
Note that the first ‘consultative’ draft of this SPG was published for comment in 2005 alongside other draft SPG’s and the Draft Local Plan. Due to the delay between the
original draft and the publication of this finalised version, we are offering a further opportunity for stakeholder comment. Hard copies are available for perusal at libraries and Access Points. Please forward any comments you may have on the SPG to the address/email below by 5pm, 
Monday 9th June 2008. Any comments you make will be taken on board in the final revision of this SPG, which we are aiming to publish in the Summer 2008.

Renewable Energy Strategies

The Council are currently preparing a Renewable Energy Strategy for Moray. The Strategy is subject to the requirements of Strategic Environmental Assessment.

Affordable Housing

The Council's Environmental Services and Community Services Departments have produced this Supplementary Planning Guidance. Forestry Strategy

The Moray Council has published Forestry Guidance (PDF format, 23 pages, 212 KB) (This link opens in a new window) in accordance with National Planning Policy Guidance. The Guidance identifies preferred search areas within which forestry may be suitable subject to the detailed consideration.

Wind Energy


Environmental Charter

In 1996 The Moray Council adopted an Environmental Charter following on from a round of public consultation. The adoption of the charter was identified as one of the Local Agenda 21 objectives.

Local Agenda 21

The Local Agenda 21 process in Moray has been progressed through the Moray Council's LA21 Team which has looked at a number of In House actions and externally through the Moray Sustainability Forum. The Council adopted an 8 point strategy in 1996 to promote sustainable development which was reviewed in 2001 and developed into a vision and series of actions which was finalised and published in early 2002. The Council has placed sustainable development at the heart of the Council's decision-making through the introduction in some sections of a committee report sustainability checklist.
