Fuel Poverty Strategy
A household is said to be in fuel poverty if it has to spend more than 10% of its income to heat the home to an acceptable level. The Scottish House Condition Survey 2002 estimates that 21% (8,000) of households in Moray are in fuel poverty
Fuel poverty is not simply a problem that is related to the condition of a family’s house. It is the result of an imbalance in the relationship between household income, condition of the house, the cost of fuel and the household’s spending choices.
The complex nature of fuel poverty means that it is an issue for all of us to think about. Many people in their day to lives will be in contact with people who are in or are at risk of being in fuel poverty. Perhaps you have experienced it yourself. The strategy sets out how the Council and its partners will try to eradicate fuel poverty in Moray by 2016. The content is based on local and national research and the knowledge and expertise of local organisations that work in this field.
