Introduction

The Moray Development Plan comprises 2 distinct aspects –

  • The Moray Structure Plan, which sets out the strategic framework for the way in which Moray should develop
  • The Moray Local Plan which converts the structure plan proposals to a more local level, and contains specific policies and land use allocations for towns and villages.

The current Development Plan was adopted in 2000, and is currently under Review (see below)


Moray Structure Plan 2007

The Moray Structure Plan 2007 has been approved by Scottish Ministers and bacome operational on 2nd April 2007.

Moray Local Plan

A finalised version of the Moray Local Plan Review was published on the 4th September 2006. This contained all of the amendments that were agreed by the Environmental Services Committee, following consideration of the vast number of representations that were received to the Consultative Draft.

Objections Update

Following the six week period allowed for objections to be submitted, a total of 729 formal objections had been received. This is a larger number than might have been expected and has created a workload which has implications for the Review timetable.

Objections to Towns, Villages and Rural Communities were reported to a Special Meeting of the Environmental Services Committee on 9th February 2007. Policy objections will be considered at a meeting on 12th April 2007.

Objections to Elgin roads proposals (TSP's) will have to await the outcome of the Elgin Traffic Study.

The changes agreed as a result of considering these objections will now be advertised as 'modifications' on 4th May 2007, and a six week period, to Friday 15th June allowed for objections to these modifications to be made.

Copies of the modifications schedule can also be inspected at Council Access Points in Elgin, Forres, Buckie, Keith, Lossiemouth, and at all Council Libraries. Objections should be submitted using the official form which can be downloaded

A public inquiry to consider unresolved objections will be held in November 2007 and a Reporter from the Scottish Executive's Inquiry Reporters Unit has been appointed (Mr Richard Bowden). Mr Bowden will convene a pre-inquiry meeting, probably in July 2007, to which all objections will be invited. At this meeting Mr Bowden will explain how he intends to conduct the Inquiry.
