This is a major study into the promotion of investment and development in Moray's five main towns.
The Elgin and Moray Partnership comprises The Moray Council, Highlands and Islands Enterprise Moray, and the Moray Chamber of Commerce. The Partnership commissioned the study 'Towns Promotion and Development Project'.
The overarching aim is to provide recommendations principally focusing on Elgin, but also considering Forres, Buckie, Lossiemouth and Keith, that can be used to identify realistic priorities for investment by the public sector and also engage the private sector in further partnership strategies. The findings are also central to informing a review of The Moray Development Plan (2000) and advice on the specific objectives of the Local Economic Development Strategy. It seeks to add value to these plans and focus on priorities for investment and decision making, within the context of economic planning and the overall vision of growing Moray.
The study has been prepared by a multidisciplinary team of consultants comprising Donaldsons, Halcrow and Graham & Sibbald in order to draw on a combination of property, planning, economic development and transport expertise. The findings of the study are presented in three documents; an Executive Summary and Recommendations Report (Part I) setting out the key conclusions and recommendations, a separate Technical Report (Part II), containing the more detailed analysis to support the recommendations, and The Moray Retail Capacity Model (Part III), also an excel file to accompany Part III, click here.
