Housing Policies

 

Allocations Policy

This policy describes the process from applying for a house to the allocation of a house. It is based on housing need, and covers all of Moray.

Asbestos Policy This policy describes the activities and responsibilities involved while working with asbestos, in accordance with the requirements of the Control of Asbestos at Work Regulations (2002).

Common Repairs Policy

This policy describes the activities and responsibilities involved in carrying out repairs where both owners and the Moray Council have repairing obligations relating to common property

Decoration Allowance Policy

This policy sets out the circumstances where the Moray Council's Housing Service will issue decoration allowances.  It applies to all tenants who have a Scottish Secure Tenancy or a Short Scottish Secure Tenancy with the Moray Council.

Estate Management Policy

This policy encompasses estate management activity and is specific to land and property that is owned by the Housing Service. Estate management refers to the effective management of the environment around our properties and any common areas, to ensure that the neighbourhood is an attractive, well-maintained and safe and secure place to live

Evictions Policy

This policy sets out the circumstances in which any tenancy agreement provided by The Moray Council will end due to an eviction, and the associated activities and responsibilities involved.

Gas Safety Management Policy

The Gas Safety Management Policy sets out the roles and responsibilities within the Council for the achievement of gas safety and adherence to statutory responsibilities

Grass Cutting Scheme

This Scheme describes the activities and responsibilities involved in delivering a grass cutting service for Moray Council tenants who are unable to cut the grass themselves

Gypsy Traveller Site Allocation Policy

This policy describes how Moray Council deals with all applications for pitches on its Gypsy/Travelling Families Site(s)

Homelessness Policy

This policy encompasses the activities and responsibilities of the Council in relation to homeless people, people threatened with homelessness and the prevention of homelessness in Moray.

Implemented 1 April 2006.

Housing Customer Feedback Policy

This policy encompasses the roles and responsibilities of the Moray Council’s Housing Service to ensure customer feedback is meaningful, effective and acted upon. The policy ensures that service delivery is measured against expectation, identifies any problem areas and ensures corrective action is taken

Mutual Exchange Policy

This policy describes the activities and responsibilities involved in facilitating the exchange of properties between tenants on a mutual agreement

Neighbour Nuisance and Anti Social Behaviour Policy

This policy provides a framework for action relating to complaints of neighbour nuisance or anti social behaviour. This policy also links with and complements the Council’s Community Safety Strategy, the Housing Liaison Protocol and the Council’s policy for dealing with Anti Social Behaviour Orders (ASBOs).

Rechargeable Repairs Policy

This policy describes the activities and responsibilities involved in carrying out repairs in circumstances where

  • The repair is the responsibility of the tenant.
  • The damage to the property is due to wilful damage, neglect, misuse or abuse by the tenant, their family or visitors to the property.
  • The repair is required when moving out of a house to bring it up to an acceptable standard

Rent Arrears Policy

This policy describes the activities and responsibilities involved where tenant rent accounts of both current and former tenants are in arrears. The term "rent arrears" applies to both rent and service charges and to all rented property owned or managed by the Housing Service

Rent Setting Policy

This policy describes the method used in calculating rents for residential properties owned by the Moray Council Housing Service

Response Repairs Policy

This policy describes the activities and responsibilities involved in delivering a response repairs service

Sheltered Housing Policy

This policy aims to ensure that each tenant receiving a support service has a high quality service, which meets the National Care Standards of the Care Commission.

Short Scottish Secure Tenancy Policy This policy details the circumstances when The Moray Council will utilise a short Scottish secure tenancy in order to make the most efficient and effective use of its housing stock.

Void Management Policy

This policy encompasses void management activity. ‘Void management’ is the term used to describe how the Council deals with vacant property to ensure that rent loss is minimised and the most effective use is made of the housing stock in order to meet housing need.
