Mr Richard Bowden BSc MPhil MRTPI has been appointed as Reporter to conduct the Public Local Inquiry into unresolved objections. The Inquiry has been provisionally scheduled to commence on 13th November 2007
An initial Business Meeting
between the Reporter, and representatives of Moray Council took place on 26th April 2007.
Local Plan Inquiry - Pre Inquiry Meeting
The Pre Inquiry Meeting was held on 2 July 2007.
The Meeting Note
outlines the administrative procedures to be followed to ensure the smooth and efficient running of the Inquiry. This note
supersedes the Guidance Note sent out prior to the meeting, and is an Inquiry Document.

A letter has been sent to all outstanding objectors requesting that they clarify their method of objection by completing the form and returning it to Hazel Lyons.

The Reporter's findings and recommendations were received by the Council on 2nd July 2008, and will be considered in the first instance by Moray Council's Planning and Regulatory Committee, who will then make recommendations to the Full Council. Moray Council is not obliged to accept the Reporter's recommendations, but historically has done so. Any changes that are proposed will require to be advertised for a six week objection period before the plan can be formally adopted. It is rare that modifications following a Public Local Inquiry are subject to further objection, since any objections must address the issue of the change, and not the principles involved. The Committee may disregard objections which simply re-open issues covered at the inquiry.

The Inquiry will be carried out in accordance with Scottish Executive Code of Practice for Local Plan Inquiries, and the Interim Supplementary Guidance.![]()
Scottish Executive Policy documents referred to by Planning Officers includes Scottish Planning Policy (SPP) and National Planning Policy Guidelines (NPPG).
Hazel Lyons has been appointed as Programme Officer and will work with the Reporter. Objectors and the Council in administering
arrangements for the Inquiry Hazel should be the first point of contact for queries regarding the Inquiry.
