The Moray Council is part of the Scottish Governments Procurement Reform Programme. The McClelland Report on Procurement in the Scottish Public Sector instigated the Public Procurement Reform Programme, which began in 2007. The programme headed by John Swinney Cabinet Secretary for Finance and Sustainable Growth, aims to improve procurement across the Scottish public sector by implementing structures, capability and processes for continuous improvement, which deliver value for money improvements and support increased efficiency. All public sector bodies are required to support the initiatives that are a result of the programme. |

Procurement Scotland is the centre responsible for developing and implementing procurement strategies for national Category A commodities. These are commodities that are common to all public sector bodies and Procurement Scotland is using the buying power of all bodies to drive costs down.

Services with a value of less than £156,000 have to be advertised on Public Contracts Scotland. All contract opportunities with a value of more than £156,000 have to be advertised in Public Contracts Scotland and the Official Journal of the European Union. This is to ensure we comply with Treaty requirements of non-discrimination, equal treatment and transparency. This advertising should enable different businesses to compete so that the contract could be awarded to the tenderer submitting the best bid.

If Moray Council have a requirement to purchase goods, services or works and the value of the purchase may exceed £30,000 within a 3 year period then the Council will go out to tender for this purchase. Advertising of all contract opportunities is carried out on www.publiccontractsscotland.gov.uk. This is a free site and all suppliers to Moray Council that were previously registered with Public Tender were automatically transferred to this new site.
