The Licensing (Scotland) Act 2005 radically updates the liquor licensing regime in Scotland and is scheduled for full implementation from September 2009.
The Moray Council now has an obligation which is separate and distinct from the obligations of the Licensing Board. In terms
of Section 10 of the Act, each council had to establish a Local Licensing Forum(LLF) for the area.
The general role of the LLF is to keep under review the operation of the new Licensing Act throughout Moray and to give advice and make recommendations to the Board in relation to those matters as the forum considers appropriate. This is mainly at policy level, the forum cannot comment on individual cases.
The forum will meet four times a year at quarterly intervals.
